These upcoming trainings are intended for districts partnering with ORTII. If you are not a current partner district and are interested in attending, please reach out to Administrative Specialist Matthew Kishlock (mkishlock@nwresd.k12.or.us). Extra space may be available but will be limited. These events are free for all Oregon school districts.

These are systems level trainings and will not focus on classroom instruction, and will also be most beneficial if attended by multiple leaders or a team from a district. Registration and lodging information is available upon request. Resources, including agendas, slide decks, and handouts, will be posted here as they become available.


Using RTI for Specific Learning Disability (SLD) Eligibility

This session provides a detailed walkthrough of the RTI (Response to Intervention) process as it relates to Special Education referral, evaluation, and eligibility decisions for students suspected of having a Specific Learning Disability (SLD) in reading.

Participants will learn:

  • The rationale for using an RTI approach to SLD eligibility

  • The research base supporting RTI as an identification method

  • Relevant legal requirements

  • Benefits of an RTI framework for students

  • Step-by-step procedures for referral, evaluation, and eligibility decision-making

Participants are asked to bring a file of a student who has gone through Data-Based Individualization (DBI) and is being considered for a referral for a special education evaluation. Time will also be provided for district teams to examine current systems and create action plans for implementation or improvement.

Who should attend

  • Districts in Cadre 12 are required to attend this training

  • Districts receiving targeted support who have not yet implemented an RTI-based eligibility process or who wish to strengthen their current procedures are encouraged to attend this training.

  • District Implementation Leadership Team (DILT) members, including:

    • Principals

    • Literacy coaches

    • Special Education representatives

    • Teacher representatives

    • Staff who will be responsible for training others in the district

District and School Equity Data Review

This required session will support you and your District Implementation Leadership Team (DILT) in understanding the processes used by RTI districts to sustain high-quality implementation and improve student outcomes. Our goal is for each team to leave with a clear set of next steps to strengthen RTI practices within your district through district and school based data reviews.

Who should attend?

  • Districts in Cadre 12 are required to attend this training

  • Districts receiving targeted support who need extra guidance or work time on the district level data review process are encouraged to attend this training.

  • District Implementation Leadership Team (DILT) members, including:

    • Directors of Curriculum & Instruction/Teaching & Learning

    • Directors of Federal Programs, ESL, and Student Services

    • Principals

    • Literacy specialists/coaches

    • Teacher and specialist representatives

Cadre 12 district leadership teams are required to attend these trainings. Districts receiving targeted support for Tier 3 and special educators are encouraged to attend these trainings, in particular Using RTI for SLD Eligibility on March 11th.
