School districts in an ORTII Cadre are committed to a comprehensive four year program to implement a Multi-Tiered System of Support for early literacy in their district. The Cadre that began this work in the 2023-24 academic year is the 12th Cadre that has partnered with ORTII.

These upcoming trainings are intended for districts partnering with ORTII. If you are not a current partner district and are interested in attending, please reach out to Administrative Specialist Matthew Kishlock (mkishlock@nwresd.k12.or.us). Extra space may be available but will be limited. These events are free for all Oregon school districts.
These are systems level trainings and will not focus on classroom instruction, and will also be most beneficial if attended by multiple leaders or a team from a district. Introduction to Data-Based Individualization (DBI)
November 4th, 2025
The Salem Convention Center, Salem, OR
Purpose
This training will equip District Leadership Teams with the knowledge and tools to implement Data-Based Individualization (DBI) in their setting. Using the DBI Framework, participants will learn to apply progress monitoring and diagnostic data to design, adjust, and strengthen reading instruction so students with the most intensive needs can make meaningful progress.
During this training we will:
Learn the essential components of Data-Based Individualization (DBI)
Examine case studies using the DBI protocols
Develop a plan for implementing DBI processes in your district
Attendees
This is a systems level training and will not focus on classroom instruction. It will also be most beneficial if attended by multiple leaders or a team from a district. Special educators in particular are encouraged to attend this training.
Attendees must register individually to ensure they receive all communications related to that event. Email Matthew Kishlock to request registration and lodging information.
Who should attend?
Cadre 12 districts - district leaders including special education directors, curriculum directors, school leaders, reading specialists, school psychologists, and special education teachers
Current Targeted Support districts who are focused on Tier 3
District and school leaders who have previously been in the ORTII project and want to hear about significant updates to Tier 3 guidance
ESD staff who support partner districts with literacy and multi-tiered systems of support
Special educators in particular are encouraged to attend this training

Tier 3 Specific Learning Disability (SLD) Identification and District Data Review
March 11th and 12th, 2026
Salem Convention Center
This two-day training will be a follow up to the November Tier 3 training, and will provide an overview of the Specific Learning Disability (SLD) Identification process, including how to use district level implementation and disaggregated student outcome data to evaluate your district-wide MTSS-R system.
Cadre 12 district leadership teams are required to attend this training. Districts receiving targeted support for Tier 3 are encouraged to attend this training. Special educators are encouraged to attend this training.
