School districts in an ORTII Cadre are committed to a comprehensive four year program to implement a Multi-Tiered System of Support for early literacy in their district. Cadre 12 began this work in the 2023-2024 school year. Cadre 13 will begin in the 2026-2027 school year.

Extra space may be available but will be limited. These events are free for all Oregon school districts.
Essentials of MTSS
October 21st - 22nd, 2026
Valley River Inn, Eugene
This two day session will provide district leadership teams an overview of Multi-Tiered Systems of Support for Reading (MTSS-R) including standards of practice, core materials, and professional development plans. Work time will be provided for teams to develop action plans and district protocols so that they can begin installing MTSS-R in their system.

Essentials of Literacy Instruction

There will be three regional offerings of this training, intended to better support district teams from around the state: Hillsboro, Eugene, and Sunriver.
This two day training will provide an overview of best practices for core literacy instruction, including work time for district leadership teams to develop action plans they can take back to their settings. You are recommended to only attend one of these offerings.

District and School Data Review
February 11th and 12th
Salem Convention Center
This two day session will support district leadership teams in understanding the processes used to sustain high-quality implementation and improve student outcomes. Our goal is for teams to leave with a clear set of next steps to strengthen RTI practices within their district through district and school based data reviews.
