How do we apply?
Initial Meeting with an ORTII coach: make an appointment to meet with an ORTII coach to discuss your districts needs and what kind of support makes the most sense for you. This will be a 30-60 minute interview intended to calibrate expectations and to make sure you’re prepared to complete this application. Your coach will help you plan the next steps in your application, including bringing together a leadership team and scheduling time to complete your needs assessment.
Establish Your Team: if you haven’t already, bring together a leadership team to complete this application together. This team should include the superintendent, district office administrators, principals, and other key staff in leadership positions. It is critical that the application be completed with direct input from district leaders who are positioned to allocate resources and make decisions regarding district goals, procedures, and instructional practices.
Needs Assessment: an ORTII coach will guide your leadership team through two ORTII MTSS implementation rubrics (ORTII School Level MTSS-R Rubric 2026) and (District Level MTSS-R Rubric 2026). This will provide baseline data as you begin your implementation process and help determine the scope of support you will receive.
Gather and submit signatures: Submit signatures from your entire leadership team. It is important that district leaders indicate that they have read the application, had the opportunity to provide input, and are committed to implementing or improving your MTSS for literacy in all of your elementary schools.

How much does this cost?
There is no cost to receive support from ORTII, aside from any travel costs or release time associated with attending trainings or events. Additionally, your school district will also be eligible to be reimbursed for most costs associated with your participation.
What kind of support can we receive?
Oregon school districts can receive support from ORTII in one of two ways:
Comprehensive support: Districts agree to a four year implementation process to build their Multi-Tiered System of Support in Reading (MTSS-R) from the ground up as a part of a cadre of districts working with ORTII. Cadre 12 will conclude at the end of the 2027 school year. Applications to join Cadre 13 are now open. Districts in an ORTII cadre receive the maximum amount of coaching, training, and technical assistance, as well as increased financial assistance.
Targeted support: Districts opt-in to receive support for one to two years in refining an aspect of their MTSS-R. Applications to receive targeted support are opened every spring. Targeted support is intended for school districts who have otherwise already implemented MTTS-R, or have worked with ORTII in the past. Districts receiving targeted support receive coaching, training, and technical assistance, and are eligible to receive some financial assistance during their first year of receiving support.
