What are Tier 1, Tier 2 or Tier 3 supports?
The Tiers describe what the adults in a setting are doing, and the different layers of support provided to students that will enable them to learn to read.
We don’t use Tier 1, Tier 2 or Tier 3 to describe students, classrooms, or teachers.
Additionally, Tiers 2 and 3 are supplemental to Tier 1. Tier 2 support does not supplant Tier 1 instruction. Tier 3 support does not supplant Tier 1 and Tier 2 instruction.
